VIEWPOINT GOVERNMENT ROBS BUSINESSMEN Government doesn't make it easy to be in business. A few weeks ago, 60 MINUTES highlighted the thousands of dollars a small manuacturing firm spent in filling out government forms. Even the
smallest business spends hours of time complying with government tax laws. Each day period, the employer, or someone hired by him, must compute the amount to be deducted for Federal Withholding, NJ. Withholding, Social Security and NJ. Unemployment, and keep a record of each. Each quarter, reports must be filed with all the above agencies. NJ. Unemployment is the simplest. (They evidently haven't yet caught on to the bureaucratic paper machine.) Their curiosity is limited to the number of females employed. They ask for your total wages for the quarter, give the percentage you must pay, and you send the money in with the form. New Jersey withholding has in the past been paid monthly, which made it a real chore figuring out and sliding in the total NJ. tax deducted. Now they are going on the quarterly basis. Federal withholding and Social Security reports are becoming even more tiresome. Not only must you list total wages, amount withheld for income tax, and 12.1% for Social Security Tax, but now they also expect you to fill in the amount withheld each week of the quarter, which seems to be an unnecessary statistic. Then, of course is the quarterly sales tax report. This is one you can never win on. You must list tax collected (decided by the tax sheet you use at the cash register) laid 5% of total taxable itemsand PAY WHICHIEVER ~ IS MORE. Somehow it seems the amount you pay is always more than you collected using their rates. The biggest thrill is at the end of the year when every taxing agency (except good old NJ. Unemployment) sends reports for you to file. W-2 forms, W-3 forms. Federal unemployment forms. State withholding forms. At this point many employers throw up their hands and hire someone to take over the burden. How did we ever get into this mess? Small businesses are being robbed of money they could use and which some desparately need by being unpaid tax collectors for the government. Does a grateful government ever say. "It’s nice of you to do this job for us?” Do they give us any credit for the time we must spend on their reports? DO THEY EVEN GIVE US A STAMP TO MAIL THE TAXES WE COLLECT FOR THEM? What do you think? J. P. Cunningham
