At their Feb. 1st meeting, the trustees of the Avalon Chamber of commerce formed a committee to bring information to the voters concerning the local election in May. Chamber president Dick Wilsey said, "I feel our organization can be very helpful. There are people who might not be familiar with the operation of the Mayor-Council form of government. We will not endorse or discuss candidates, however.” This committee feels the following information might be of benefit to the public. Other aspects of the workings of MayorCouncil form will be presented during the next month or two, ending with a candidates night late in April.
Candidates running for the office of Mayor or Council must file 47 days in advance of the May 8th election (March 22nd by 4 P.M.) with the Borough Clerk. Their petitions, must contain signatures equal'to 1% of the total number of voters — which is 1536. Therefore sixteen signatures are needed by each candidate. Petitions can be picked up at the Borough Clerk’s office. Voters are reminded that they may sign only one petition for a mayor candidate and five different petitions for the office of councilman. If you sign more, this invalidates all the petitions that
you have signed.

Council meetings would number four per month — two regular and two work sessions — which was considered in the above estimate. The mayor may or may not attend these meetings. He has no vote in council. . The mayor s responsibilities will be as follows ... rhief executive; administers government; reports annually to council; appoints department heads including the business administrator (with consent of council); prepares budget with assistance of business administrator; must approve all ordinances passed by council or veto; he Is elected by the voters for a four year term. The councilmen, five in number, are the legislative body and pass all laws and ordinances in the borough; they may remove for cause any municipal officer (with proper hearing); can override the mayor’s veto with a 2/3 vote; can reduce the budget by majority vote. Their term is four years, except the first year three members will serve two year terms only, in order to stager terms. These terms will be chosen by lot.
