It seems that every once in a while we have to jolt ourselves awake, to take a fresh look at things. Through routine or habit, we box ourselves into a way of seeing that does not allow for anything Netf to happen. Healthy little shocks to the system can be attracted by looking at the usual from a different viewpoint, For instance: one can stare at a lightbeam on the edge of a glass and mull over a problem; or one"can look at the lightbeam and think about the liRhtbeam. One might notice the intense color surrounding that glint, or observe how it is stretched around the brim. Sustained viewing brings about heightened awareness. Most of us lack the discipline to concentrate on something so 'insignificant* as ' a lightbeam. Through drawing, one can sustain the moment of seeing, and this minisculephenomenon becomes interesting. then challenging, then awesome in its beauty. Appreciation of beauty may not be unique to humans, but we do have the particular characteristic of avoiding thiii rapport with life, cluttering it up with all 1NJ Bankers Say Mortgage Ceiling is Lowest PRINCETON. NJ. - New .Jersey's status as the state with the most restrictive laws in the country governing the granting of mortgage loans could be further aggravated if proposed legislative reform in at least 10 other states is enacted. A survey by the New Jersey Hankers Association disclosed that in the 10 states involved, all are considering a revision of present laws to increase their present interest rate ceiling of 10 percent and. in one case. 10.5 percent on loans to home buyers. New Jersey’s present 9.5 percent interest ceiling on mortgages is the lowest of the 50 states. All other 49 states have either no limit or have floating ceilings governed by specific money market indexes such as the Federal Reserve discount rate or the long-term government bond index. In states bordering New Jersey, current ceilings arc 11.0 percent in Pennsylvania; 9.5 percent in New York which is scheduled to be increased in several steps during the year starting April 1. and 13.5 percent
in Delaware.
Legislative action proposed by the Byrne Administration would give New Jersey a floating mortgage rate ceiling pegged to the long-term government bond index. The measure, which would authorize the state banking commissioner to set the rate at no more than 2-' - percent above the bond index, passed the State Senate on Feb. 22.' A more restrictive amendment was added to the measure by the General Assembly limiting the rate to a maximum of 10.5 percent. Further Assembly action on the amended measure is pending during the legislature's current spring recess until Aped 16. UPPER CAPE DEBORAH MEETS
