Car Pooling Pilot Program Begins in Sea Isle City
Sea Isle City has been designated as one of five towns in New Jersey to begin pilot programs aimed at promoting carpooling across the state in an effort to conserve gasoline. Mayor Dominic C. Raffa and a group of members of the New Jersey Conference of Mayors, met last week with Governor Byrne’s chief of staff, Robert E. Mulcahy, 3d, and energy commissioner Joel Jacobson, to discuss the program in Newark. Raffa said the mayors of Asbury Park, Vineland, Delran and Parsippany-Troy Hills along with Sea Isle City, were named *o head the pilot program. He said the mayors would meet to draw up a questionnaire asking people where they work, how they travel to their jobs and whether they would participate in acarpool. Raffa said he was urged to expand the program to include all of Cape May County because of the rural nature of the resort area. He will ask the board of freeholders, the county and local chambers\ of commerce and
service groups and' organizations, as well as businesses hiring larger numbers of people, to cooperate. The county traffic department should also become involved along with the senior citizens fare free bus transit program. "We hope to match people with potential carpool partners in an effort to avoid gasoline rationing,” Raffa said. Jacobson told the mayors this is the first carpooling system coordinated at the state level. Raffa stated: "We believe that with cooperation we can make a significant impact on any gasoline shortage and offer this to the federal government in lieu of closing gas stations on Sunday.” Raffa stressed the general fear that a proposed federal ban on Sunday gasoline sales could cripple the state’s tourist industry. This is an effort to foreclose that possibility,the Sea Isle City mayor stated. A Sunday gas ban would have disastrous results for the tourist towns and I am strongly opposed to it, lie said.
Cafiero Reports On Sewage Treatment Funding
New Jersey Senator James S. Cafiero reports that Cape May and Cumberland Counties will receive more than $870,000 from the State Water Conservation Fund for sewage treatment facilities under a bill he cosponsored. The measure was signed into law by Governor Byrne. The law. S-1006, appropriates $152,000 for the Landis Sewerage Authority and $718,000 for the Cape May County Municipal Utilities Authority. “This appropriation measure authorizes and directs the State Department of Environmental Protection to utilize a total of $5.2 million from the Water Con-
servation Bond Act approved by the state voters in 1969,” Senator Cafiero explained. More than 25 projects around the state are included in the bill and the funds will be used for research, planning, acquiring, developing, constructing, and maintaining, water supply, wastewater treatment, and water quality plants, facilities, and programs. The grants, which amount to 8% of approved local sewerage project costs which qualify for Federal assistance, will be subject to review and approval by the Joint Legislative Committee. commonly known as the “Watchdog Committee.”

At the same time. Mayor Raffa said he is considering other plans to ease the gasoline shortage in the resort area, particularly his home town, by making use of shuttle buses or jitney type services, depending largely on available federal and state funds that are available for this pur-
pose.
He expects to name a local committee to look into this possibility shortly to prepare a plan for the summer tourist season. "We haveno local bus serving the island and we would hope to provide something of this nature and another line that would shuttle visitors to and from the many campgrounds who vacation in Sea Isle City. The parking crunch is worsening and the gasoline line, is becoming tighter. These services would help save gas, move people and avoid parking congestion," R« r fa
