N.J. Mortgage Rates Fail Legislature OK Mortgage interest ceilinga in neighboring New York State climbed to the 9.75% mark this week leaving New Jersey in absolute last place among the 50 states in trying to meet the borrowing needs of its residents. During the rest of the year, the allowable rate that can be charged in New York on mortgage loans will be increased every calendar quarter to reach an indexed rate pegged to that prevailing on long term government bonds. A similar change that was proposed for New Jersey to raise the state’s present 9.5 % limit on mortgage interest has so far failed to get full legislative approval. A bill to that effect was passed in the State Senate but was amended in the General Assembly to allow a new ceiling on only 10.5 %. Further Assembly action on the amended bill is still pending while the Legislature is presently in recess. The measure in its amended form, however, has been opposed by the Executive Committee of the New Jersey Bankers Association. In other states bordering New Jersey, and in addition to the movement upward in New York, the current ceiling in Pennsylvania is 11% based on a “floating" maximum determined by the long term government bond index and. in Delaware, where the present ceiling is 13.5%
