"The overwhelming sentiment of the Senate, as expressed in the vote today, is a clear and strong signal that the President must lead a full-scale effort to analyze our country’s energy supply problem and give Americans a straightforward accounting of it." the New Jersey Democrat said. "The need for action is undeniable and urgent. Citizens across the nation are increasingly confused, angry and suspicious. Public confidence in our private and governmental institutions is seriously eroded and continuing to deteriorate." "In preparation for the sumihit. the President shall call upon industry and other sources to provide any necessary supply data not already in the possession of the govemmei^.” the resolution said. 'This data should be independently verified by experts such as the Energy Information Administrator. the Special Counsel for Compliance to the Department of Energy, and the General Accounting Offiie. "The purpose of the conference, which should be held as soon after the call as possible, is to bring together representatives of the oil industry, consumer representatives knowledgable in energy matters, officials of the Executive Branch and from other levels of government, and such other persons as the President deems appropriate. "The participants shall be directed to review the data submitted and report to the President the group’s agreements and disagreements on the reasons for current and expected shortages, a prognosis for ’the future, and recommendations for public and private action to meet those shortages...The President shall report to the American people the results of. the conference along with his recommendations for a national energy policy."
