VINELAND - Democratic Assembly candidates Randy Wilhelm and Jerry Livingston have voiced their opposition to additional licensing requirements for teachers. Addressing a group of concerned educators here recently, the candidates criticized a study prepared for the state Department of Education which calls for more testing of new teachers and follow-up reports on experienced teachers who already are employed with school

' systetps.

"If the recommendations of the study arc adopted, teachers will be required to take licensing examinations similar to those given to doctors, lawyers and pharmacists," Wilhelm said. "Teachers already have to meet the strigent requirement for certification by the state Department of Education. To add another licensing procedure at this point would be unnecessary

repitjtion.”

Livingston noted that the study also recommends a one-year apprenticeship program for teachers seeking the license, and license renewal requirements for experienced teachers who gFfiave already proved their * worth in the classroom. "These requirement are too stringent,” said Wilhelm. "Teachers already go through enough evaluation. They have to prove their capabilities during a four-year college prbgram which included a practicum and student teaching experience. After

receiving certification, teachers are evaluated for three years by school administrators before they

receive tenure.

"Teachers are being made the scapegoats for deeper, more fundamental

problems in our educational system.” NYilhelm said. "The pftpblems won’t be solved by adding another layer of bureaucratic testing and licensing.
