AVALON — In what may be a precedent setting move in Cape May County, the Avalon Borough Council to planning to adopt a Code of Ethics that will cover all Borough employees full and part tiem - paid or not. The code sets standards of personal conduct which will allow no one to gain materially from their public service. The Code, drawn up by Councilman Philip Juoyski will apply to ail employees from the Mayor down through the ranks to the laborers. Above all etoe, it that each and
