Bittner Raps Caps
COURT HOUSE - "Why should County and local governments be held to a 5% CAPS when the State and Federal governments don’t have to," asked Jack Bittner, Republican Freeholder Candidate, speaking before the County Republican leaders. "Cape May County has 107 mandated programs set up by the Democrat controlled State Government. We aren’t asked if we want them or how we are to pay for them, we are just made to administer them. "I believe in controlled spending, but let’s have it on all levels of government. As it stands now, the State says, do as I say, not as I do. Governor Byrne and his Democrat controlled legislation just keep passing mandated programs on to County government and still expect us to live with a 5% caps," Bittner stated. "Our probleM are not the same as forth Jersey and Central Jersey. Instead of spending money on State mandated programs, we should be spending on the needs that directly •affect the people of Cape May County. We pay for these programs but have no control over them. In most cases they tell us how many employees we have to hire and totally administer the programs. All we do is pay, pay, pay. I propose that the State
should take over the mandated programs and pay for then* The people of Cape May County have no say in them now, so why should We pay? I believe the residents know best what they need and desire, not the State," Bittner
stated.
"It’s about time we tell our ’Big’ state Democrat government that we have had enough Let’s do away with some of the mandated programs. Another proposal would be to exempt all mandated programs from the 5% CAPS law; I am also
proposing that the State Government should reduce their budget In many areas and stay well below the 5% CiP. When they want extra money they just pass another tax or increase
Why is it right for them to dictate to County Government and totally ignore the same rules themselves. Why not let the 21 County governments get together and choose what programs they want to administer, and what ones they would like the State to. The local taxpayer has had enough and our Democrat controlled State Government is making it worse.” Bittner stated. “I pledge to all the people of Cape May County I will fight State control in everyway I can. I have been fighting the utility increases and I will continue to do so.
