Candidates “Numbers Game” Backfires
MILLVILLE - Assemblyman James R. Hurley, R.- Cumberland, Cape May, said Tuesday his Democratic opponents had played a reckless numbers game and had unwittingly trapped Albert Burstein, Democratic Majority Leader; John Paul Doyle, Assistant Majority Leader; and Ernest Schuck, Majority Whip. "Randy Wilhelm and Jerry Livingston have used figures to attack my voting and attendance record in
such a way that they entirely distort the facts. This is the sort of deliberate misuse of statistics that the public abhors and it will judge Wilhelm, Livingston and their advisors accordingly.” Pressed by the media for answers to the charges of neglect of his duties in Trenton, Hurley said he had waited until he could get the official count from the office of Assembly Clerk John Miller at the State House, a Democratic appointee with ten years of

service. Clerk Miller said Hurley had been present for forty of the forty-two sessions in 1979, placing him in the top ten percent. Of the 594 bills voted upon, Hurley had missed voting on S3, which placed him in the top onethird of the New Jersey Assembly; Of the 83 "misses”. Hurley said these were principally what are known as consent bills, a list agreed upon by the Speaker, the Majority and Minority Leaders. These measures typically correct errors, confirm persons in official positions or do other things unchallenged by either party. "H I am in a conference, as I often am already approved for passage. I cannot leave the Governor’s office or the office of the President of the Senate whore I am frequently called, to vote upon a measure where my action is unnecessary. In other cases I leave.” Said Hurley, "It seems ironic that in the completely misleading use of numbers, my opponents, applying the same yardstick, have nailed the men in Trenton they would hope to serve under. Just for a comparison, the three Democratic leaders already mentioned, missed more votes than I.
Chinnici Seeks Tax Relief Gin Savings
Assemblyman Joseph W. Chinnici, R., 1st Dist., said Monday he win introduce legislation to exempt savingi accounts frqm the
state income tax.
"Inflation is killing all incentive for people to become regular savers in our state and country, and this is compounded by the fact that savers are also taxed on their interest earning}. I feel we should exempt interest earnings on savings accounts under 825,000 from the state income tax, and the federal government should also do the same thing," Chinnici
explained.
Chinnici said his proposal would include state income tax exemptions for Christmas Clubs, passbook savings, credit unions, and certificates of deposit. Savers would not have to pay a tax on Interest earnings until the account moved past the $25,000 mark. He said he is also introducing a resolution in the General Assembly to memorialize the United States Congress to emempt savings accounts from federal income taxes under similar guidelines. "Savings accounts have always been an American way of life, but with the spiraling inflation we have been having, the tradition is becoming a thing of the past. People feel Utile motivation to save if inflation if going to eat them up. On top of this, they have to bear the burden of state and federal income taxes,”
explained Chinnici.
He added that with fewer people saving, and more people forced into borrowing, the prime interest for lending has been driven to 154 per cent. This has made mortgage money impossible, to obtain, he noted, making it particularly hard on young
couples.
He said the exemption from taxes on interest would also be beneficial to 'senior citizens, many of whom rely on interest on savings accounts for their sole income. "We have to restore people’s faith in saving by lifting this
unreasonable form of taxation. Let’s remember that people have already paid taxes on money they placed in their savingi accounts in the first 5lace," said the assem-
place,” btyman.
