Rehab Center Awarded Job COURT HOUSE - The Jersey Cape Diagnostic, Training and Opportunity — a vocational rehabilitation facility which serves handicapped citizens in Cape May County — has been awarded a $4,000 contract by Dover Township for the production of beach tags. Beach tag production is just a part of the subcontract and prime manufacturing work that the center engages in while providing referrkl services and employment to approximately 76 full time handicapped workers.

CHARLESSALTER Promoted In State Police COURT HOUSECharles A Sailer has been promoted and given a new assignment within the N.J Division of State Police. Mr Salter is now a detective sergeant firstclass and has been assigned squad leader within the division's Organized Crime Bureau, which is headquartered in West Trenton. A resident of this community with his wife Mary and their four children. Del. Sgt. 1/c Salter enlisted in the State Police in 1959. CD Officers Return From AdvanceCourse COURT HOUSE - Three Cape May County Civil Defense officers recently completed advance training during a three-day state-sponsored seminar at DooUn's Inn, Spring Lake Heights (near Sea Girt in Ocean County). Maj. Vincent Fulginiti of Wildwood, the county CD shelter coordinator; Leonard Ortman of Cape , May, the county Radio Amateur Civil Emergency Services officer; and alternate RACES officer John Bogath of Court House, all completed the seminar. Joseph Piotroski, executive assistant of the State Police Emergency Management Section, conducted the seminar which was designed to upgrade the Civil Defense and Disaster Control capabilities of participants.

A detail might be captured but not fit in with the rest of the picture; a beautiful passage may be sacrificed and so on until ail of the elements work as a whole or are declared irreconcilable and the project scrapped Since the artist sets her own framework for the direction of each piece, painting does not necessarily get easier as skill is acquired As with most disciplines, one grows through stretching. Of course, these struggles and reworkings should not usually appear in the finished piece, which should work so well as a unit as to appear spon tanoous So when the painting that I was bound to began to show more labor than love, the air was cleared of anxiety and turpentine, and the water color box was opened along with a whole new set of conditions. COMPARED with oils that are rich in medium, water colors appear quite naked and call for the extreme approach of deliberate application. To an artist used to pushing around gobs of paint, the, delicacy with which water colors are handled is intimidating. subtle and not weak; any hesitancy is revealed by the transparent marks One must learn when to control the paint, when to flow with it. This isn't a deliberate thinking process; it is more by feel than anything else. With this attitude, one can work beyond her ability through accidental discoveries. One might try working on wet paper, then on dry; scraping, scratching blotting. Each brush should be tested to its limits to produce the optimum variety of marks. Color might be laid on another color, in it or next to it. and the results noted. Facility of handling is the product of overextended reach. Most artists will agree that many sheets of paper must be ruined before one successful painting is achieved.
