department Following the budget defeat, Commissioner Marvin Morrell sent layoff notices to the entire seven-man force, including Chief Ralph Riggitano. The commissioners decided on the second election following a closed door meeting last Thur sday and the presentation of a petition signed by upwards of too residents urging the second vote in light of the impending dissolution of tlij police department. 7 Approval of the secondtime around referendum would stave off the layoffs, which would otherwise go into effect before the end of this week It would also mean an 11 cent increase in the local purpose tax rate According to reports, however. the acting director of the state Division of Local Government Services has said the second referendum wouldn't he valid regar dlrss of the outcome, and that if the borough attempts to adopt a budget exceeding the caps, the state would step in and establish the budget.

Higbee Beach STONE HARBOR - A dose look at Higbee Beach via slides and lecture will be presented at the Wetlands Institute on Stone Harbor Blvd near here, 8: IS p.m. April 28. Recently acquired by the state Diviaion of Fish, Game and Shellfiaherfes, Higbee Beach is noted for its massive sand dunes and abundance of wildlife in a realatively unspoiled setting Roy Sayre, assistant wildlife biologist with the division, will discuss the multiple use management program envisioned for this area, as well as its endangered species and diverse habitats. Sayres slide presentation represents the only event listed by the state in Cape May County for the 10th anniversary of Earth Day, (April 22, 1970 also sawnhe creation of the state's Department of Environment Protection). Higbee Beach is on Delaware Bay, south of the Cape May Canal in the S. Cold Spring section of Lower Township.

Cape May County Republican Congressional candidate Beech Fox received back to back boosts in his quest for the nomination last week in Cumberland and Ocean Counties where the party organizations overwhelmingly endorsed his candidacy In Bridgeton last Tuesday night, IVJr. Fox won the Cumberland County Republican Organization's endorsement by a 518-65 vote over opponent John Mahoney of Vineland. The. delegates were voting to determine who would receive official party backing in the June 3 primary. The following evening, the Cape May County sheriff received the en dorsement of the Ocean County Republican Organization during a gathering at which the party group also came out in favor of Ronald Regan for president. The Cumberland County Republican Convention was convened at Gia’s Suburban House in Bridgeton. South Jersfey leaders on hand to show their support for Mr. Fox included Assemblymen James Hurley and Joseph Chinnici, the latter heading - the Bridgeton delegation, and Cape May County GOP

leader Philip Matalucci. The Ocean County endorsement came during organization voting at a buffet jdinner at the Forked River House There, in the pecret balloting for presidential endorsement, Reagan received 100 votes, George Bush 25 and John Anderson 6. Mr. Fox's nomination, presented by the chairman of the screening committee, was passed unanimously.
