President's authority to impose the gas tax, said he was pleased that the Trade Subcommittee has voted to block the fee. In his testimony to the Subcommittee, Mr. Hughes said the oil, import fee would reduce oil consumption by only one-half of one percent, but cost consumers in excess of $10 billion per year. At the same time, he said the impprt fee ignores sub stantial evidence that dramatic gasoline conservation is already taking place. . "The nation is now using one million barrels of oil less each day than it did at the same lime last year," Hughes said. "Gasoline inventories are at an alltime high, as a result of an eight percent decline in demand during the first quarter of this year.” With gasoline" prices projected to exceed $1.80 per gallon by the end of this year, the pace of conservation Is likely to accelerate without the need for any new taxes, the congressman said. "Just, as importantly,” Hughes! stated, "we must recognize the gasoline tax for what it really is — a form of price rationing. Instead of coupons, an individual's ability to pay is the determining factor in who gets, gasoline and who does not." Dr. Napoleon To Lead Unit To Convention COURT HOUSE - John J.
