Oversight Bill OK’d In Senate
WASHINGTON. DC - Congressman BUI Hughes haft introduced legislation to require that the coat of the accident at Three Mile Island be shared among all the nation's licensed nuclear power plants According to the Ocean City attorney, the legislation Is essential to mitigate the huge financial burden now being carried by (ieneral Public Utilities iGPU), as well as the customers of the GPU group, to replace the power lost from the crippled reactor and its idled twin at three Mile Island AT THE SAME time, the legislation would set up a framework for dealing with the financial impact of any future nuclear accident, and protect ratepayers throughout the country from the economic’ consequences of any such accident. Hughes said While it is possible to view the TMI accident as the problem of just a single utility company, it is much accurate to look at the accident as an industrywide problem.'' Hughes said "As such, the economic consequences of the accident should be borne by the entire nuclear generating industry, and not just by a single utility group and its hard-pressed customers." Hughes said ONE MEMBER OF of the GPU group. per KwH to 22 mills, with the August application expected to request an additional 10 mills. Mr Hughes' legislation would amdne the PriceAndorson Act. a program that was enacted in 1957 to compensate the public for losses or injuries resulting from a nuclear accident Hughes said the failure to anticipate economic damages represents a major omission in the original program that should be remedied, UNDER HUGHES' proposal, each operating nuclear power plant would be assessed an annual fee of $5 million to remain available until the end of the year to assist any utility which is experiencing high replacement power costs because of a nuclear accident. The utility experiencing the accident would be required to absorb the first S2S million in replacement power costs on its own Amounts above $25 million would be recompensed out of the insurance fund. Hughes was joined in sponsoring the legislation by fellow New Jersey Representatives Edwin Forsythe. James Howard, Robert Roe. and Frank Thompson.
TRENTON - A bill cosponsored by State Senator James Cafiero designed to give lawmakers a stronger hand in dealing with rules and regulations promulgated by state agencies which sometimes go contrary to legislative intent. On April 17, Cafiera joined Senator Raymond Zane and 26 of his colleagues in signing S-1203 which passed the upper house on June 23. by a vote of 36 too THE MEASURE requires legislative approval of a rule or regulation of any state agency before it becomes effective.
S-1203 is a legislative response to the ground swell of public opposition, Cafiero said which culminated in the uproar created by the adoption of rules and regulations implementing the State's Uniform Construction Code. ‘‘Many rules and regulations adopted by cabinet and divisional agencies conflict with the original legislative intent and the legislature has heAn accused of abdicating its responsibilities to the executive branch of the govern!." Cafiero said. S-1203 supplements the Administrative Procedure Act and would require that
every rule and regulation promulgated by a state agency be submitted to both Houses of the Legislature on a day when both are in session. ‘‘The bill provides that any such rule be deemed approved unless the Senate and General Assembly adopt a concurrent resolution disallowing the same within 90 days of submission." Cafiero noted. ACCORDING TO Cafiero an identical bill, S-1206, overwhelmingly passed both houses of the legislature in 1979 but wasn't signed by the governor. "This law would give the Legislature further
