Franking Privilege Being Abused-Fox
COURT HOUSE*franking privilge used by legislators to mail newsletters and other postal pieces to constituents should be revised to eliminate exisitng wasteful costs and abuses, according to Beech Fox, Republican candidate for
Congress.
In 1900, he said, more than $50 million was appropiated by Congress to pay for the mailing privileges of legislators. "This is an election' year,” Fox notes, "and franked newsletters are

A "FRANK” 18 a reproduction of the lawmaker's signature. When attached to a piece of mail, it represents a postage stamp and is moved by the postal system free of charge. Critics of the procedure contend that the franking, privilege violates the First Amendment and gives, incumbents thousands of
dollars in free printing and postage without providing the challenger the same
access to voters.
MR. FOX POINTED out that the front page of the Spring issue of "Bill Hughes Reports From Washington^’ features articles about the New Jersey Pinelands Conservation Plan and about the opening of the new FAA Technical Center at
Pomona. .
"Any constHoent who reads his daily or weekly newspaper has been ‘thoroughly informed about the pine land issue and the technical center," asserted Fox. "But Bill Hughes wastes taxpayer's money to rehash those news topics in his franked newletter.” FOX SAID if he elected he will work to do away with newsletters* in their present form because he reiterated 90 percent of the contents are a'"rehash of news articles and items covered thoroughly by the
Assurance Program: ‘‘Citizen Check Call’
SEA ISLE CITY - The Police Department has inaugurated a new program for residents who live alone. Called "Citizen Check Call,” it requires as a prerequisite that any citizen who lives alone register with the department. Each day, thereafter the citizen telephones the dispatcher and he or she is checked off. If the citizen fails to call the police dispatcher, an officer is dispatched ta make sure the would-be caller is all right. •'THIS IS strictly a volunteer program,” Chief Robert Campbell noted, "and so far, many persons have registered."
