Dog Owner Clean-up Law Due AVALON — Borough council Friday night is scheduled to put some teeth into the local dog control ordinance. The irony is that, many dog owners don't mind the bite as much as they believe officials are barking up the wrong tree Scheduled for public hearing at 8 p.m. in Borough Hall is an amendment to the municipal dog control ordinance which sets forth specific aptums dog owners. must take, ONE ACTION would require that the owner or keeper of a dog which bites someone must have the canine examined by a veterinapidn within 12 hoqrs of police notification of the bite, quarantine the animal in the owner's home for 10 days?and after that period have the dog reexamined and a written report submitted to the local Board of Health The other action, basically, a pooper-scooper provision, would require the owner/handler to clean . up after the dog regardless of whether the animal defecates on public or private property. Making an exception for the blind, the ordinance would require the person with the dog to remove the droppings and effect disposal “ina sanitary manner. .'' IRONICALLY, even dog owners don't seem to oppose^the proposed amendment as much as they do current ordinance which prohibits dogs from being on the beach in the summer \ At the Aug 8 council mqeting, for example, there was a call for dogs to be permitted to exercise on 1 the beaches or at least designated portions of the strand, before and/or after regular bathing ^purs — providing owners clean up after their dogs AND A NOTH Kit resident presented a petition with 375 signatures favoring allowing pets on the beach year-round.
