Cafiero For Ouster Of McWhinney TRENTON - James S. Cafiero (Rep ), of Wildwood, has called for the removal of Madelirfe McWhinney from New Jersey’s Casino Control Commission unless . she resigns immediately from her post on the American Stock Exchange. Mrs. McWhinney is also a Republican. In a letter to Gov. Brendan T. Byrne, Cafiero noted that during Mrs. McWhinney’s confirmation hearings before the Judiciary Committee, she had assured committee members that she would resign from the American Stock Exchange in order to avoid a potential conflict of interest. BUT INSTEAD of resigning, she has now asked the Executive Commission of Ethical Standards to determine whether the Casino Control post and the Stock Exchange position are in conflict. "Mrs. McWhinney’sopen breach of faith can only serve . to undermine the publics already shaken confidence in our Casino Control Commission, ” Cafiero wrote. He calls on the governor to order Mrs. McWhinney Jo resign from the Stock Exchange or direct the Attorney General to start a Superior Court action to remove her from the Casino Commission.

CAPE MAY - Many U.S. military bases are understaffed, many people in the military earn less than an employee at a fastfood restaurant, and the armed forces are losing too many dedicated and skilled officers and men. This view of the natton's military was made here at the U.S. Coast Guard Station Recruit Training Center by Congressman Bill Hughes (D-NJ) during recent ceremonies in which he received a Minuteman Award fromthe N. J. Department of the Reserve Officers Assoc, for his support of the country's five uniformed services HUGER HAS supported nearly every defense authorization and ap-
propriation since he entered Congress in 1975, including the largest peacetime defense budget in the country’s history. "It is Increasingly clear that a number of bases are staffed well below the levels that are needed to effectively perform their mission," Huges told the reserve officers. "OF EQUAL concern is. that many people in the military today earn less than an employee at a fastfood restaurant," Hughes continued. Hughes said that arbitrary personnel ceilings and low benefit levels are forcing a number of career military officers and others out of the armed forces.

TV To Tell If Well Well
STONE HARBOR - Borough Council has given the go-ahead for a television production designed to show im-9. provement whenever the spigot, not the tv, is turned on. t Councilman Harry Strohemtz was authorized at the Sept. 23 meeting to contact the Layne-New
York firm of Moo res town to look into how to forestall possible problems next summer with the 96th St. well. The look-see will involve video inspection of the 950ft.-deep well. STROIIMETZ explained that the borough has four wells in all, three of which produce 700gal. per minute and the 30-year old well at 96th St. which produces 500 _ gpm During July, Stone Harbor used a total of 38 million gallons of water
and the councilman was able to keep account of water recovery for each well daily. He was not satisfied with the recovery rateat96thSt TEI.EVIZING A -well, it was noted ik a complicated procedure requiring the removal of thfc first 90 ft. of casing, section by section, then video taping the remaining 50 ft., which are made of screening to prevent alien matter from getting into the water supply. The camera will reveal possible plugging of the screen by sand or other foreign matter. It is a laborious process requiring much expertise, and the cost for removal of the casing and replacing it with a new well will be approximately $3 500
