THE CHIEF noted it is

Chief SUnford explained he had consulted with the Federal Siren Company which recommended the 117th St. site because of the necessity to alert the majority of the volunteers. WASHINGTON - Regulate the government regulatory agencies. That's the aim of legislation proposed by Congressman Bill Huges (D-NJ) that has been approved by the House Judiciary Committee. The approval clears the way for the bil to go before the house. ••SOME ESTIMATES have placed the cost of Federal regulations on private industry at as much as $100 billion a year,” Huges says, '"nie legislation would require regulatory agencies, for the first time, to consider the burden of these costs, and possibly less costly alternatives, before making new rules or regulations." The legislation would also require agencies to publish agendas of anticipated rulemaking, and set strict deadlines to avoid delays which cause uncertainties in the marketplace. OTHER MAJOR features of the bill - Require agencies to review their rules every ten years to determine whether they are still needed; - Require agencies to specifically consider the impact of proposed rules on small businesses, and whether less burdensome rules can be applied to small businesses,
- Require agencies to fully justify'a rule if less costly alternative was available; - Allow courts to determine whether an agency has the authority to issue a particular rule.

"Why not simply let the taxpayer keep the money in the first place," Fox asks. "The government could save itself the bookkeeping costs," he said. "WE MUST SHIFT the flow of tax money away from the public sector spending spree by Congress and back to encouragement of the private sectors’ economic growth," Fox argues.
