COURT HOUSE - A Republican Congress will offer more opportunity to South Jersey’s poor than they have received from Democrat Congresses over the past 20 years, Beech Fox, Republican candidate for Congress, says. Without "resorting to giveaway programs,” Congress should look closely to legislation such as the proposed Urban Jobs and Enterprise Zones. Act, which would “Help unemployed South Jersey workers re-enter the American mainstream to economic freedom.” Fox asserts. FOX SAYS THAT, as congressman, he will carefully consider the Enterprise Zone legislation proposed by Hep. Jack Kemp (R-N.Y.) and Rep. Robert Gardia (D-N.Y.) that would "greenline" the

Inner city and depressed areas of the country. Basically, ox explains, the proposal would establish voluntary business zones dn area where high levels of unemployment and poverty exist. The federal government would offer tax incentives and reduced regulation to small businesses that locate in core poverty areas, providing employment opportunities for workers and contributing to the economic recovery of the blighted area.
