Seniors Hail Funding Aid By Hughes

TOMS RIVER - Senior Services, Inc., a nonprofit employment, information and para legal service for senior citizens, will continue its program at least through the end of the year thanks to the personal help, and interest of Congressman Bill Hughes (D-N.J.). “Once again Congressman Hughes has proven his sincere concern for the state's older citizens by coming to our aid, helping Senior Services so that we might help others,’’ Frank Farano, board chairman, said in making the announcement. "We recognize the effect that the national economic crunch has had on all public service programs, but we had been dreadfully disturbed that a program with such proven effectiveness was to be terminated. “CONGRESSMAN Hughes really came to our rescue. Despite ail the many demands on his time find energy, he has always given a high priority to the well-being of New Jersey’s senior citizens.” The non-profit organization, which faced drastic cutbacks in service to the elderly, had been

receiving part of its support from federal funding, along with a generous donation from City Federal Savings and Loan and other outside interests. STAFFED IN THE main by seniors, Senior Services has been successfully engaged in a free employment program for persons S6 years of age and over, a free para legal service, and publishes a quarterly magazine aimed at the special interests of the state's older population. "The dollars and cents value of the program, how much money we have plowed back into our economy, is estimated to be more than $5 million," Farano added. "The 3,000 people we’ve placed in Jobs have been collecting taxgenerating salaries. So in essence, it’s been a matter of recycling tax monies; in effect, the program is paying for itself! “Now, at least, we've been given a reprieve in our continuing effort, thanks to the sincere interest of Congressman Hughes. We feel that it’s not enough to add years to the life span of the elderly; we want to help add life to their growing years.”

Fox Slams Hughes On Senior Aid

BERKELEY - The voting record of Rep. William J. Hughes on legislation Adversely affecting the unemployment and social security benefits of senior citizens drew 1 sharp attack here from Beech Fox, Republican candidate for Congress. Debating the issues with the Democrat incumbent at a forum sponsored by the non partisan Civic Committee of Holiday City, Fox also called for a restructuring of the N.J. Board of Public Utilities. RECITING Hughes’ voting record in Congress on senior citizen measures, Fox charged that Hughes’ record has been "against the needs of seniors.” Citing the Congressional Record, Fox said that despite his claims of concern for 2nd District seniors, Hughes voted on Oct. 1, 1976, to prevent working senior citizens on social security from; collecting unemployment benefits. "THEN. ON Oct. 27,1977, and again on Nov. 30,1977, Hughes voted against

legislation that would lift the extra income limits on working senior citizens," Fox said. Debating the recent rate increases allowed the Jersey Central Power and Light company on the approval of the state Board of Public Utilities, Hughes outlined a bill he introduced in Congress which provides for an industrywide emergency accident fund to cover the results of nuclear plant accidents. FOX COUNTERED with •the argument that the "losses of a utility company as the result of a nuclear accident should be shared as much by the company stockholders as by the customers." Fox says he will work to restructure the Board of Public Utilities. "The Board should include ordinary citizens who would have full access to all facts and a vote in the decision-making process. “And, I think, the senior citizens should have a representative on the utilities board,” Fox concluded.

Boro Puts Teeth Into Rules

AVALON — Borough Council heard the second reading, public hearing and final action on an ordinance regulating use of and conduct in public parks and recreations areas. Violators will, upon conviction, be punishable by imprisonment not to exceed 90 days, a fine not to exceed $500. or both. FROM NOW ON any person caught defacing or removing property from these areas will be subject to penalties. The ordinance is designed to protect the grounds and landscaping of borough-owned zones and keeping them attractive, healthy open spaces for enjoyment by the general

ANIMALS MAY NOT be hitched to plants or trees and bicycles must not be left lying on the ground or propped against trees. Permits for special events to be held in the parks may be obtained following application to the director of the Dept, d Administration.
