The Herald and The Lantern
Wedneaday, October a, utt Interviews with Sturm & Evans (From Page 1) we’re going to try and promote some of that by the expansion of our airport facilities. With our buildings (at the airport) that we’re re-doing right now, there’s going to be ro6m enough for some light industry to be coming into the county. We do, as county officials, try and promote as much light industry in the area as we can to give us employment. Q. Assuming you feel the unemployment picture should be changed, should there be attempts to beef up the economy with any industry and business; or should emphasis to improve the economy be only resort* oriented (such as extending the tourist season and fostering compatible fishing and farming industry)? Mr. Sturm: Once again, go with you/ long suit: Lengthen your season — we have beautiful springs and falls in Cape may County. That’s the primary direction it has to go in. Secondary, we'U always be trying to attempt...as we do out at the airport. But it’s got to be selective. If you get too much industry, you’re going to lose the atmosphere of Cape May County. I kind of like it this way. If I didn’t, I wouldn’t live here. Mr. Evans: I believe in extending the tourist season. The only trouble with ex-
tending the tourist season; it seems like the people that hire these people in the summertime, just don’t have the help around after the season’s really over because a lot of those people that work in the tourist area are college and high school children. Once the schools start again, of course, most of our people are going and they (employers) Just can’t seem to pick up the help in the area. Of course I, again, could blame unemployment for maybe some of that. But, so

many people in the world today that look just to work 22 weeks and take the rest of the year off and collect their unemployment. This is probably not the right way to go...Unemployment was started for
— Ralph Evans something good, but, I think, it’s been abused to the point where people just try to get their 22 weeks or 21 weeks in to collect the unemployment. Q. More people are making the Jersey Cape their year-round home; some because they’re retiring to former summer cottages; others because they want to raise their family In attractive, clean, safe surroundings. There’s also the casino
factor.
The result is increasing development

and decreasing open space. The very physical and social features that attract people may be Jeopardised by the numbers of people they attract. What should we do about It? Mr. Sturm: That is probably the biggest item that’s facing Cape May County — how to manage growth. In the northern end of the county — Upper Township in particular and beginning into Dennis Township — it’s starting to move strongly. There’s tremendous demands upon open space and
Phgc35 land-use in the mainland sections of the county to have a growth that is orderly and manageable. If you do not, the demand upon services are going to be unbelievable — and, in somecases, they are already. I’m not anU-growth. But I do think we've got to manage it and watch it very carefully. Because we’re quickly becoming the bedroom community in the north end of the county for Atlantic County. Mr. Evans: I think we should go to more cluster developing and leaving still a lot of open area. But I think we need some cluster developing whereby your development is in that area and we do leave a lot of open area for the public and for the environmentally sound areas of our county so we can continue to have our good water, and our good air, and our good sewer systems. Of course, one of the reasons the MUA was started [was to] promote some areas that we could have a little more growth in, I think; and, also clean up our back bays. Q. The Jersey Cape has a very high concentration of retired persons. . Regardless of their financial situation, they have helped improve the area economy Insofar as business is concerned. Many senior citisens are highly skilled and experienced people willing, because of Social Security limitations, to work for low wages. On the other hand, they have little need to support costly educational systems, have created greater health care needs (volunteer-to-government supported rescue squads just one example), and displaced younger, less skilled persons in the job market. Is this a problem government should be Involved with; and If so. what as a member of government, would you do?

the atmosphere as we know it. To me, the most sensible way is going to take some strong and visionary zoning for
Mr. Sturm: There is no solution to it, especially when you're in a resort -based (Page 36 Please)
‘Of course, one of the reasons the MUA was started [was to] promote some areas that we

MacDonald Doesn’t
Republican Lower Township Committee candidate James MacDonald has challenged his opponent, Peg|ty Bieberbach on her statements about continuing to scrutinize and review how tax dollars are spent. “Since Mrs. Bieberbach was elected, the township has added approximately 30 fulltime and 15 part-time jobs," MacDonald stated in a news release. “In the first two years of her administration, Which was under Democrat control, the township's solicitor’s fees were the highest in the history of the township," He charged. "During 1979, Mrs. Bieberbach was head of the
revenue and finance, this was one of the year’s of the exhorbinent solicitors' fees. This was also the year that trash collection costs skyrocketed. Several bidding practices could have been streamlined to save taxpayer's money in that year. "MRS. BIEBERBACH. the Republican challenger continued,’’ would have the taxpayers believe she single-handed kept taxes low this year. She seems to forget the two Republican Committee members who worked long and hard on the budget.” MacDonald said he would like to know how many Federal grants have been applied for and received during Bieberbach’s term of office.
‘Buy’ Statements
"I believe we will find the figure is next to none. Suddenly, a month before election she is interested in federal funding for projects," he responded to his own question. "Lower Township is the county's largest municipality, but we are near the bottom of the ladder, when it comes to receiving federal monies,” MacDonald asserted. "SITTING IN A seat meeting nights and voting ’No’ on a few fiscal items, to look good before the public isn’t really saving tax dollars," MacDonald continued. "Working long and hard hours with various departments to update systems, researching and applying for federal grants
on a wide spectrum, and evaluating future needs, is the way to get the most for our tax dollars.” According to MacDonald, township committee service "might not demand a 40-hour week in township hall, but it does demand time spent in the hall during the day when residents and taxpayers can meet with you. Mrs. Bieberbach has not done this and I feel she has let the public down. I pledge to be available to the people on some schedule during the time the Township Hall is open. "I further pledge". He added "to bring a professional approach in solving the many growth problems the township will be facing."
