TRENTON - James Coulter of the county Special Services School District has been reappointed to the Special Education Cojnmittee of the New Jersey School Boards Association for the 1980-81 School year. The appointments were made by NJSBA President Kirk P

Wells.

' According to Wells, the committee will continue discussion and research on issues related to special education, apiong them is the Special Education Reform Act of 1980, a bill which, among other actions, would remove the labeling of handicapped children and revise the funding process of programs for students with special education needs. IN ADDITION, the committee will examine the impact of recent court decisions on the use of IQ tests in the classification of handicapped students, as well as proposed legislation regarding preschool handicapped programs and gifted and talented, students. Newly Elected Officers To Meet RIO GRANDE - Newly elected officers of the Animal Welfare Society of Cape May County will take over at the next meeting, 7 p.m. Jan. 20 in the Social Services Building here. Jean Nissen will be starting her third term as president.
