Mr. Carrick, pointing out that people have attempted to turn off their own water at the meters, termed.this illegal since his department is the only one with authority to turn water off. He said some owners have experienced as much as $200 in average costs from

Council president Phillip Judyski asked if the water dept, wasn't showing a surplus in the current budget. Carrick replied affirmatively but he wasn’t certain about the figure. The Council president said he didn't approve of the idea. "You don’t do a guy a favor then ask him to pay for it," he asserted.
