COLD SPRING - Although the state has given the Lower Township School District a good report card on improving its educational program. Superintendent Ed Campbell believes there is always room for improvement. “Our philosophy is that we (the school district) can always improve," Campbell said last Thursday “We are constantly upgrading our curriculum This year we upgraded science. Next year we plan to upgrade our math and writing programs. HE SAID, there were no deficiencies in the district's programs in the latest T&E (Thorough and Efficient) monitoring report (Aug. I960) — which presents an evaluation of the district over the last three years.. » and lists a number of cotnmendations in several areds It indicates a significant improvement each year in the number of students passing the state ' Minimum Basic Skills Test. Administered to students in the 3rd and 6th, grades, the test evaluates pupil reading and math > skills. SINCE 1977. the number of 3rd graders that have | passed reading* has increased from 86.3% to 1 96.3%. Sixth grade reading has jumped from 72.3% to 92.2%. Improvement is also indicated in math. Only

60.5% of 3rd graders passed in 1977, whereas 86.1% passed in 1900 Jn 6th grade the number passing increased from 695% to 93.3%. ••! AM PLEASED with these results." Campbell stated, adding. “They speak well of the efforts of the board of education, administration and staff of the Lower Township School District." y The commendatKms listed by the state include: -Considerable upgrad mg of the basic skills assessment program, including the development of exit level tests for grades not involved in 'the Minimum Basic Skills testing program. —Administrative procedures in the schools have been strengthened. —School buildings and grounds have been upgraded. — A comprehensive procedural manual for teachers has been developed and disseminated —Class field trips have been ‘encouraged by the administration and board of education. —When feasible, regular school activities, including music, sports and clubs, have been provided to handicapped pupils —Pupils have been prodded special education programs based upon their educational needs
