by Bob Shlln ERMA — A 95-ft. windmill may soon be supplying energy directly to James C. MacDonald's home on Weeks Landing Rd here, tie Lower Township , J Board of Adjust■nt decided last Tuesday night to grant Mr. MacDonald both use and hardship variances for a project that is being funded under a $39,000 federal Small Business Demonstration Grant. Action by the board had to be taken before the project can be launched since the existing township zoning ordinance has no provisions for windmills. The Planning Board sent a recommended ordinance to the Township Committee last summer, but the governing body has yet to act on the document. UNDER provisions outlined in the proposed ordinance, Mr. MacDonald still would have to obtain special permission to erect a windmill as high as specified in his application. Such a structure would exceed the maximum height limitation of 75 ft. by some 20 ft. Purpose of the project, according to Mr. MacDonald, is not just to provide energy for his own home, but also to supply valuable statisUcal information to county residents concerning the feasibility and economic benefits of harnessing the wind as an energy source.

"We are in a good spot for wind energy,” he said. He noted that anyone who wants it will be able to obtain the information he collects in such areas as average energy output, wind direction and wind speed, and average operating coats of wind powered generators. EXPRESSING HIS desire to pursue the project on "behalf of the county," Mr. MacDonald told the Board, "I think of this (project) as ours, more than mine." Mr. Bellantoni explained, that the tower needs to be constructed at 95 ft. in order to place the structure approximately 30 ft. above the trees on Mr. MacDonald's property. "A windmill is only as good as the amount of wind you have,” he said. AT THE- recommendation of board member Lionel Eatroff, the Zoning Board is requiring that the design and construction of the structure be approved not only by the township engineer, but also by an independent certified professional engineer. erection of wind generators," he explained. Raymond Altiery, a neighbor of Mr. MacDonald, expressed concern that the noise level generated by the windmill may become a problem for the community. In response, Mr. BeUantoni said the wind generator is "quieter than an office atmosphere.” "IF YOU TAKE a stick and wave it over your head,” he added. "The

swishing sound that you hear is similar to the sound of the wind generator.” Although zoning approval has been given for the project, Mr. MacDonald must still obtain a permit from the Federal Aviation Administration to build the tower. Also, Zoning Board Chairman Robert Smeltzer issued the warning that, "what it says on the application must be adhered to or it (the wiridmill) will come down.”
