Despite Reagan Focus Hughes Firm on Dumping Ban

WASHINGTON, D. C. -» Congressman Bill Hughes (D-NJ) has announced he will oppose any effort by the Environmental Protection Agency to relax the 1981 ban on sludge dumping in the ocean. Hughes issued his warning in response to hints from administration officials that they may seek to liberalize federal ocean dumping policies Hughes said he has obtained a draft policy paper by the administration which supports a relaxation of the ' ban. and he has been told verbally by administration officials that such a policy change is under coruiideration •THE CONGRESfelONAL mandate on thiS( issue is clear.” said Hughes, who authored the law which prohibits the dumping of sewage sludge in the ocean after Dec. 31, 1981 ‘Over the past several decades, w? have learned that the oceans are a sensitive- and fragile resource. ‘To forget the lessons of the past, and sanction the continuation of harmful ocean dumping, would be a serious step backwards," he continued "The federal gotehnment must not back down on its responsibility to protect the marine environment.” DURNG A HEARING of the House Oceanography Subcommittee, Administration witnesses indicated that they intend to re-evaluate the potential of ocean dumping, because it is less costly than landbased alternatives. Hughes, who reserves on the Oceanography Subcommittee, said he totally re-

jects that line of reasoning. "Some decisions cannot be made oh the basis of economics alone," Hughes told the panel “Although in the abort term it costs less to barge these materials ipto ocean and simply dump them overboard, the longterm costs associated with such disposal practices are much greater. To think that the ocean disposal of sewage sludge and harmful industrial wastes is costeffective simply because the effects on the ocean environment and marine ecosystems cannot be adequately calculated in economic terms is simply absurd." THE SOUTH JERSEY lawmaker said that the point is only now being reached where the ocean dumping ban is being effective Since 1972, 118 municipalities have already stopped dumping sludge in the ocean and found land-based alternatives, whHe the remaining dumpers are on notice that they must terminate the practice by the end of this year. A relaxation of the ocean dumping ban now would undermine all of this progress, Hughes said, and this decision would be very difficult to reverse if it is made by the administration. He noted last week that an attempt was made in the House Merchant Marine Commiteee last year to relax the ocean dumping ban, but it (vas overwhelm ingly defeated. Hughes said he is confident that Congress will continue to support the ocean dumping prohibition.

All information must be received in the chamber’s office by Monday, March 30, to be included in the 1981 Summer Calendar. Information on a single event may be phoned in to 465-7181 between 9 a.m. and 4:30 p.m., Monday - Fri day.
