Expected TRENTON — Publication of the state’s proposed services program plan for fiscal 1982 and 1983, first under Title XX of the Social Security Act has been announced by new Human Services Commissioner Timothy L. Carden. Under President Reagan's budget proposals, Title XX would be combined with other social service programs into a block grant and cut onequarter of the 1981 funding level. This could mean a reduction of $24 million in New Jersey, and is expected to result in drastic cuts in services. INCLUDED IN the plan are 26 services funded from $96.7 million in federal funds, $39 million from the state, and $18 million in local funds. Cape May County citizens are invited to participate in the Title XX program by contacting the Human Services Coalition at the Social Service Bldg., Rio Grande. The coalition serves as a social service advisory body at the county level and elects representatives to a statewide Title XX Advisory Council. The complete plan and information about where services are provided can be obtained at the coalition office, the Division of Youth and Family Services and the county Welfare Agency, all at the Social Services Bldg.
