Conservation & Development Unit Seats Sturm

HAMMONTON - Cape May County Freeholder, William E. Strum, was elected chairman of the South Jersey Resource Conservation and Development Council at its 1961 Annual Meeting last Thursday here. Joseph Lomax of Cape May Court Hotise, Cape Atlantic Soil Conservation District supervisor, was elected treasurer. Strum, who was reelected for his fourth term as a freeholder in November, has served as first vice chairman of the South Jersey RCAD Council for the past two years.

THE COUNCIL consists of nine county government representatives and supervisors from the area’s eight Soil Conservation Districts. These local citizens assess soil and water conservation needs in Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, Mercer, Ocean and Salem counties. They can then help communities to find financial and technical resources to solve problems of resource conservation and management. The meeting's featured

speaker, John D. Crandall, director Gloucester County Economic Development Commission, described effects of federal and state land use policies in New Jersey. "TRENTON NEEDS to understand that economic growth and prosperity come from job opportunities, not more bureaucracy,” he said. ‘‘People — and their jobs, houses, schools, roads, shops — are part of the environment. amenities are basic to the quality of life NJ residents seek, but anienities take money and jdos are required to pro-

duce It.” Crandall quoted a recent poll showing New Jersey to be 47th out of 48 states in its business climate in a rating by the industrial community. "New Jersey is not competitive with other states who are under the same federal environmental regulations. These states are marketing themselves in a design to sell their quality of life and business climate to prospective enterprises. A municipality is a marketable product. It must measure up to the value analysis process of industry,” Crandall said.
