THE MAJOR BILL, Senate 3453, would significantly change the Optional Municipal Charter haw of 1950. The lettered options A to D, E or F, under the three basic optional forms, MayorCouncil, Council-Manager, and Small Municipality, would be eliminated and added instead would be a broader choice of suboptions relating to time of election, basis for council representation, nature of council’s tert^ method of
selecting the mayor, and the council’s size. A fourth local governmental form would be added — a mayor-council-adminstrator plan. According to the new bill, the municipal governing body could initiate acUon by ordinance to place the referendum question for adoption of any of the suboptions on the ballot as could the voters by direct petiUon or a charter study commission by a unanimous report recom-
mendation.

Runoff Elections Up to the Voters
* AVALON When local voters go to the polls May 12 to elect three members to their governing body, they will also-be asked to approve or disapprove an ordinance that will allow for the elimination of runoff elections should one of the council candidates fail to carry an majority of the vote. The ordinance permitting elimination of runoff elections was approved by the Borough Council on Jan. 22. It now must be approved by the voters in order to become binding. ••IF PASSED, it will become effective immediately," Avalon solicitor Robert Finoberg explained. According to Mr. Fineberg, the way the electoral system is now set up requires that at least one candidate muster 51 per cent of the vote cast. Failure of candidates to meet this requirement results in the need for a runoff election. “We went thru this two years ago with the mayor’s election," he noted. UNDER THE NEW system, even if one can-
didate doesn’t reach the magic figure of 51 per cent, there will be no runoff. The three candidates with the greatest number of votes will be elected. The solicitor pointed out there is considerable expense when runoff elections must be administered. "They cost about $5,000,” he said. Different Place For Meeting VILLAS — The regular monthly meeting of the Lower Township Taxpayers Assn, will be tonight at 7:30 in township hall. According to President Cass Dark, the Wednesday night meeting had to be moved from its usual location in the Millman Center because of a scheduling problem. Beginning next month, the regular meeting will again be at the Millman Center on the first Wednedny of the month at 7:30 p.m.

A uniform non-partisan election law, senate 3172, would establish uniform procedures for ail forms of government with nonpartisan May elections, while Senate 3131 relating to municipal assessors would repeal many obsolete sections of the law, as well as eliminate provisions providing for, boards of assessors. Municpal attomies and others who use the municipal laws in their work may have to take a refresher course in municipal law after this revision package is enacted, suggests NJTA.
