Hearing COURT HOUSE - Changes in the Federal Management Plan for surf clams will be discussed at a public hearing at 7 p.m. May 21 at the Holiday Inn in Wildwood Crest, it was announced by the N.J. Marine Advisory Service through the county Cooperative Extension Service here. The hearing is on Amendment 3 to the FMP, purpose of which is to extend the program beyond the end of 1981. The recommended alternative includes annual and quarterly quotas for surf clams and an annual quota for ocean quahogs. The bad weather makeup day would be in effect from November through April. A permit limitation system would replace the moratorium on entry of vessels in the Mid-Atlantic surf clams fishery.
