Curfew is News To Authority Solicitors
CAPE MAY - the all Inclusive 11 p.m. curfew that has been imposed on all Cape May City Housing Authority property since May 15 was apparently approved by the Authority’s Board of Commissioners without input from its legal representatives. The firm of Ludlam & La Grosse, which also represents the City of Cape May, serves as Authority's solicitors. But asked last week about the constitutionality of the new regulations, both John Lundlam and his associate John La Grosse told the Herald they had no idea a curfew had ever been established. They noted, however, they don’t usually attend Commission meetings. “YOU’RE BRINGING this to my attention,” Mr La Grosse, who handles the bulk of the Authority’s legal affairs stated. ''I didn’t even know there was a curfew." He added that as far as the constitutionality of such an act, “I don’t know.” Although the new HousDemocrat Leader Re-elected CAPE MAY — Firman Lores was re-elected Democratic city leader Monday night. It is the fifth consecutive year he has headed city Democrats. Frank C. Hesel also was named deputy city leader for the fifth straight year. Beatrice Grimes was named secretary treasurer. She has held the post seven consecutive years. All choices were unanimous. Plans were made for the fall campaign in which Rep. James Florio, the party’s gubernatorial candidate, and Ed Salmon, the Democratic senatorial nominee, will visit the city to spark the campaign drive.
ing Authority curfew includes all ages, under city ordinance an 11 p.m curfew restriction applies only to those under 16; for those under 18, the curfew is 1 a.m. The curfew was established by the Commissioners in an effort to control excessive vandalism, breaking and enterings, purse snatchlnes and general overal^dafnageto’ Housing y^ptflority property. All residents of Broad St. Court, Osborne Court and Lafayette Court received notices in their mailboxes dated May 15 warning that the 11 p.m.
\curfew will 6e in effect. THE NOTICE said that "the police have been informed of this decision and anyone caught loitering after 11 p.m. will be in serious trouble that could lead to the eviction of the family or families involved.” Letters outlining the new curfew have reportedly been sent to both Mayor Arthur Blomkvest and Police Chief Frank Francesconi, and according to Authority officials no objections have been voiced by any city officials. BUT REPEATED efforts to contact Authority ex-
ecutive director James F. Cavanaugh who, also oversees a public housing project in Millville, have been successful. Carmelita McShane, the director's assistant in Cape May, refused to release where Mr. Cavanaugh could be reached in Millville, opining she didn’t feel it was important. Commissioner Betty Taylor recently told the Herald that the curfew was established "for our best interest." She noted tpat not all, but most of the problems are being caused by young people from outside the project areas.
