$1.4 Million Beach 4 Aid Plan Drawn

TUCKAHOE — Upper Township is in the process of negotiations with The State Dept, of Enviromental Protection and the county to save the badly eroded beaches in the Whale Beach section of the township, according to Mayor Leonard Migliaccio. Whale Beach is a narrow strip of beachfront land connecting Strathmere and Sea Isle City. The dunes in the area were devastated during the October 1980 storm, and at present the only "dunes" in the area were constructed by the county Road Dept, when it cleared the highway

after the storm.

MIGLIACCIO NOTED the proposed plan, developed by township and county engineers, will include three groins and substantial beach fill in the area, and will cost an estimated $1.4 million. Under the present financing programs, the state will pay 75 per cent of the cost, with Upper Township and the county paying the remaining 25 per cent, or about $175,000. each. Governor Byrne has recently signed a bill releasing part of the beach protection funds authorized by the voters in 1977, so the state funds are available, Migliaccio

said.

The program of groins and beach fill is designed to hold the dunefront and build up the beaches. A similar program has been approved by the state for neighboring Sea Isle City. "If both programs can be done at once, substantial tax monies can be saved," Migliaccio noted. "We wanted the county to participate in

the program, as Ocean Drive is a county rpad and is in danger of washing away," Migliaccio stated. "Should this happen, the county would he liable for the entire reconstruction. By using this program of prevention, millions of tax dollars can be saved," Migliaccio continued. "THE COUNTY HAS already par ticipated in a program to shore up Ocean Drive in Avalon, when a section .of the drive was being eroded. We feel confident the county will want to particiapte in this area also," Migliaccio said. County engineer Neil Clarke has given

his approval to the plan.

Mayor Migliaccio and the Township Committee have long advocated the construction of a bulkhead through the area, connecting with the existing bulkhead in Strathmere. Township funds have been available for the project for some years, but the state has refused permission and

funds for the project';

"The bulkhead has worked well in th Strathmere section of.the Township and we feel it would work well in the Whale Beach area, and save millions of dollars in tax money in the long run. State DEP engineers agree with the townsip, but the appointed politicians don’t," the mayor

said.

Migliaccio expressed hope that the state and the county will act quickly on the proposed "compromise" plan so "We can get moving on the project before it’s too late."

STONE HARBOR - Heeding protests of local businessmen about the necessity of a possible charge of daily trash collections, Mayor James Wood announced at the June 9 Borough Council meeting that the soveming body felt no action should be taken on an increased fee until a full study has been made. Thus, every-other-day collections were to commence after June 16. Those who find this insufficient should contact Marjorie Wohr, borough clerk, and daily pick-ups will be made without further cost to the recipient for the service. Council also decided to join both the county Freeholders and Borough of Avalon in opposing Gov. Byrne’s plan to take $80 million from casino funds for the Senior Citizens Homestead Rebate Act since this was seen violating the purpose and spirit of the plan to increase aid to senior citizens. In other action, council agreed that, resolution designating June 13th and

September 14 as the dates for opening and closing of protested beaches was fully adequate and that the borough had no legal responsibility for safety of people in violation of this resolution.
