LOWER TWP - William R Brown, immediate past president of the Lower Cape Optimist, was named Distinguished President and Honor Presi dent during a special presentation recently, It was announced by Roddy Couts. immediate past Governor of the State of New Jersey Optimist The Lower Cape Optimist placed first in the en tire state for its work dur mg his term as governor.
