SEA ISLE CITY - James Terruso has been elected president, and Eugene E. Spiegel vice 'president, of the local Board of Education. The new president is treasurer of the local Rotary Club and the resort’s Pee Wee Hockey League, and is secretary of the Italian American Club here. A LICENSED public accountant, Mr. Terruso is purchasing agent for Sea Isle City. A 1974 graduate of St. Joseph’s with a degree in accounting, he is a member of the Legislati\le Action Committee for the Governmental Purchasing Assn, of New Jersey. Mr. Terruso is married to the former Susan Migliaccio and they have a son Paul, a second child is due in the fall. MR. SPIEGEL, 38, has been a local resident for 22 years and lives on 53rd St. with is wife Joanne and two children, Stacy Ann and Eugene Robert. In addition to his vice
