authorities concerned over the increasing accidents and fatalities. The most recent death was a HU and run on the south bridge approach June N. The latest hold-up is the arrival from the Massachusetts coritractor of a warning signal to be installed on the south side of the bridge to caution and remind approaching drivers of the traffic lights beyond the crest of the bridge on the north side. It’s due to arrive August 1. CAPE MAY OFFICIALS have called for an investigation into the delay and a speedup in getting the warning light; and in Lower Township, while keeping count of the number of accidents, one authority wonders aloud what ever happened to the underpass originally proposed for the north bridge approach. It is the recollection of police Lt. Ch&rles Thornton, a veteran of the township force, that there was supposed tojje a clover leaf on the north side similar to'the underpass on thfe south side of the biHdge -which provides access to a large marina on the left side of the bridge for fcouthbdund drivers. Thornton sees the new traffic signals as cutting down on the number of accidents "Anything’s a help,” he says, adding,, however, that there will undoubtedly be some rear-end- collisions as those motorists/‘charging over the hill” come upon the drivers stopped for the red light. According to ofie contractor working on the bridge it’s the motorists’ disregard for the 45 mph speed limit which is largely responsible for the high accident rate. ACCORDINGTP THE police lieutenant, if the Route lOOjOcean Drive intersection isn’t the worst ^ the county, it’s tiedhvith the Route 47-Roi^jf 9 intersection in the Rio Grande section%f neighboring Middle
Township.

Condo-Up To Com CAPE MAY — Superior Court Judge Philip Gruitio is scheduled to decide early next month whether the city acted in* properly in permitting construction of a 52-unit condominium to begin on the site of the former Windsor Hotel which burn-
ed down two years ago.
A nearby property owner, Frances Lesser of Congress PL contends the city illegally changed the local zoning ordinance and went beyond its authority in permitting a 45 ft. structure in an historic district where the maximum elevation
was 10 ft. fess^^
The city’s rebmtal before the court last Thursday was that litigation wasn't instituted within the proper time and that, regardless, it has acted on an Urban Renewal contract between the city and federal government, not the zoning or-
dinance per se.
imoroved'traffic flow on the south side of the canal, in the Schell eng er Landing marina and Lobster House area between the canal and Cape Island Creek. "As far as I know there are no plans whatsoever to do anything oVer there," said Thornton, who is the township’s traffic safety officer. 'Td'like to see a 4-lane highway right onto Lafayette St. but then they'VljCape May) have a traffic mess thefe golkg into 2 lanes,’’ he said. "But you'll never see it," he added. County Landfill (From Page 1) “ ticipate in a pilot program," O.'NfeiU said, explaining, "We need to provide a center for receiving, sorting and shipping recyclable materials to market.” In most of the participating communities, he noted, collection of recyclable material.— beginning with newspaper — will be at the curbside using regular municipal refuse vehicles. I A SCALE, VEHICLES, and a facility are roentified as the primary equipment needs. O'Neill said an existing building at the Menhaden site is being considered. "Paving, fencing and lighting would definitely be required," he noted. Commissioner Roy Gillian suggested and the othef authority members agreed tjiat a grant application be submitted for aid in the financing of permanent recycling equipment wherever feasible. In other matters the MUA received the contractor's proposal of $598,000 to modify the Ocean City region wastewater treatment plant to handle septage as directed
by the state.
"We are asking the NJDEP for a statement of its intent to allocate funds for this project since it mandated a change in the septage processing system for Cape May County," noted George Marinakis. MUA executive director. (

region for beach and environmental protection projects. BUT BOARD MEMBERS didn’t look with enthusiasm on the proposal. leaning toward the opinion that the conservation designation for the area should remain. "The township has historically had problems with flooding and storm damage in . this area," board vice chairman Robert Imler noted. He added that professional planners Gershin and Cappofa, who fnade the original township planning study more than two years ago, also recommended the area be zoned conservation. Board chairman Lionel Eatroff also supported not changing the conservation designation to residential. "There’s Bfeen problems with flooding in the area for some time," he said. "I feel the best use iif conservation." Middle Motor Court brought a conceptual plan for a 200-sitc campground to the planning board early in March. At that time, the board indicated it wouldn’t change the new zoning plan. The board also appeared to disfavor the plan unless it could be shown that the flooding could and would be controlled.
