As currently drafted, the Hughes' bill would provide $150 million inx matching grants to state and lobal governments to carry out programs which have ttingcrime. federal response program to help communities overwhelmed by an epidemic or unique crime problem. "The Subcommittee has taken extensive testimony on the problems facing state and local governments in making the streets safe once again," Hughes said. "In New York, New Jersey, Southern Florida, Atlanta, and from witnesses all across the country, the message has always been the same — more help is jiceded from f government." The legislation,
