Voters May Face Record Number of Ballot Questions

TRENTON - Voters may be confronted with a record number of state referendum questions on the November 3 General Election ballot, reports the N.J. Taxpayers Assn. * While some voters may be disappointed orer not being able to vote oh a constitutional amendment authorizing intiative and referendum, they may, the association notes, be relieved to learn that question was not intermingled with numerous other constitutional amendments and bond issues that have been placed on the ballot by the Legislature under existing constitutional procedures. SINCE ADOPTION of the 1947 Constitution, the largest number of state questions on a fall general election ballot was 7 in both 1976 and 1980 This year, depending primarily on the governor’s approval of bond authorization legislation. and a t^H for a referendum amending a statute concerning fixing of amusement games prizes, the number of questions could be 8 or even 9. There are three constitutional amendments to be considered by the voters. The amendments are complex and may be controversial. One will expand the dedication of casino revenues for senior citizens and disabled persons to include “additional or expanded health services or benefits or transportation services or benefits " A SECOND amendment will change the time for

submitting bills passed by the legislature to the governor so as to speed up consideration by the chief executive. avoid end-of-the-session “pocket vetoes,", and give the Legislature • time to consider governor’s vetoes. The third question involves the technical legal subject of riparian land. It would add a new section which excludes from the definition of riparian lands, any lands that were formerly tidal flowed, but have not been tidal flowed anytime during a 40-year period. The measure further prohibits any claim to such land unless bought by the State within one year of adoption of this amendment. THERE MAY BE as many as four separate bond issue referendums. Already signed by the governor is a $350 million Water Supply Bond authorization. Passed by the legislature and awaiting the Governor’s signature are measures authorizing $100 million Hazardous Discharge Bonds, and $50 Farmland Preservation Bonds.

Not’ yet Cleared by the Legislature is an $85 million 'Community Development Bond Act. There is no specific constitutional or statuatory deadline for .enactment of bond issue refferanda. however theire is a 34-day administrative deadline (September 30) before the election to provide information for sample ballots ANOTHER BOND related question cleared for the ballot, is an unprecedented referendum on an amendment to the 1969 Water Conservation Bond Act to remove the 6 percent interest rate ceiling in order to permit sale of the remaining. $50 million of unissued bonds. With many State referendums to be decided, as well as a Governor, ‘120 legislators, and country and some municipal officials to be elected, votew- - will need to do plenty >f homework before going to the polls in November, suggests NJTA which plans to provide information on the various questions to readers in subsequent weekly releases.
