Troubled Waters Seen ATLANTIC CITY — Congressman Bill Hughes told a conference of marine scientists Thursday he expects the federal government to play a leadership role in - promoting the development of artificial reefs off the N6w Jersey Coast, even though direct funding probably isn’t now available. He also war.ied that even current marine-oriented programs face troubled waters. In a keynote address to the Mid-Atlantic Artificial Reef Conference, Hughes said artificial reefs have great potential for enhancing the recreational and commer-^ cial fishing industries. He Said the federal government should be involved in helping develop these reefs — despite overall cutbacks in federal funding for ocean programs. "AS ONE WHO IS perhaps best known in the ocean and coastal community as a staunch opponent of ocean dumping, it may seem son'iewhat out of character to hear me say that the oceans may be a suitable repository for certain solid wastes," Hughes noted. "However, the artifical reef concept offers the unique potential to turn our solid waste ^problems into opportunities. ERMA — Although the Lower Cape May Regional School Board currently has about $400,000 in unappropriated funds, its) auditor and secretary have both suggested that the surplus be managed carefully. Board secretary Jane Turkington told the board last Thursday that this year’s budget is tighter than ever before. She noted that the surplus should not be used until the new 1962-83 budget is ready, the
state mandatory cap is met, and there is certainty that the expenses for the rest of
the,year will be met.
Superintendent Ephraim Keller agreed that this year's budget is tight. "WE STARTED OFF by having our original budget cut $155,000," he noted, this wds after the voters turned thumbs down to a $4.9 million proposal last April. The superintendent told the Herald and The Lantern recently that among factors
that have contributed to this year's budget being pushed to its limit is the high con-. tract settlements that havd been made with the teachers and other district
bargaining units.
"Except for the teachers, I didn't allow enough for the salaries and benefits obtained by other district bargaining
groups,” he said.

•What are the official duties of a county sheriff in New Jersey? FOX: Basically, a sheriff is a law enforcement official; the only elected law enforcement official in each of the state’s 21 counties. As-the times have unfolded, the sheriff has evolved into administerial officer of the court who supports the court system thru providing courtroom security; providing support for all the personnel who work in the court system... We also, of course, have a large civil services section, which means that we’re responsible for many various legal papers and processes that come thru our office as the result of court action. Commonly known examples are sheriff’s sales and the services of certain warrants and processes •and levies... Thirdly, (the sheriff) is responsible for the county penal institution.
