Homestead. Rebate for Senior Citizens That was another great victory for the Minority Party •Betides becoming the Minority Leader, khtit are your three biggest achievements during 14 years of servic'e in the New ■ Jersey Stole Assembly 1 lit'RI.FY: I would have to say the draf- ; ting and the establishment of the Division -of Tourism, upgrading ihfrom an Office status, was perhaps my greatest achievement I hate to single one out, but I would have to say that's it. I was able to begin that legislation and able to get it drafted and accepted by the Legislature, even while.I was in a minority situation. And I think that's an extraordinary achieve-

Kient. *

( The whole upgrading of South Jersey would have to be second, and I say that hacluse in the early days when I went there [the State Assemblyl, we were able . to put together a series of bond issues in 1968 that gave us Stockton College, and gave .us an upgrading pf Rutgers of South Jersey jn Camden, and gave us a whole new concept in Glassboro that took it from . a teachers/college into a four-year liberal arts £th a master's program And Woodbine Tolony, which was a tremendously depressing area, along with the Vineland State School and other mental institutions - we lifted those up right by their bootstraps And I would have to Say that was the second most significant thing that I was able to do • *r Thirdly . ..ioh, I don't know if it woi4d be third or not) - well, again going back a while, but — it would be the establishment of a new identity for the Ld&tslature. Giv-

ment that we Okm’t even have to be con- , sidered. The Constitution of .1947 gave - great power to the Governor- and the Governors used it. And the Legislature was a once-in-awhile thing that met on

Mondays and slept thru most of the year We have taken our rightful place. I think

as a result of that, the passage, over the Governor's veto, of the Oversight Legislation. which takes away some of the onerous bureaucratic exgrcise. and comes back to the Legislature %nd gives the Legislature the right to look again at what they enacted and how they wanted it to operate and function, instead of just giving

all the power to the departments. I think the only other one I would have to

mention at all would be my cbnstapt interest in spuring the economy and creating jobs. For example, the commercial fishing interests that we were able to get thru this year; even the exemption of the sales tax on commercial fishing vessels and related

equipment, and things of that nature.

• Do you hove anything you would like to say to the voters of Cape May County in

partfcular?

HURLEY: Yts. I think that I have developed a strong affinity for Cape May County and the people there. I understand their, problems and I’d like to work very hard on their problems, and I have a great deal of pride in what I do and what I’ve

done.

My leadership in the area of shore protection and this riparian lands question in my opinion my extraordinary effort in killing the Dunes and Shorefront Protec-

ind th* I^isloture lu ri*hl/ii|j>lacs in the ' ,ion Acl indicates my strong love for Cape

government of New Jersey, between the Judiciary and the Executive branch. And we did that by the establishment, first, of an Office of Fiscal Affairs, which has since graduated into the Legislative Services Agency This serves just the Legislature. It enabled us for the first time to have our own budget people In the first two years I

May County and the people there. And my development and future development of a strong tourism policy leads me to urge them and ask them for their support. I think my actions speak louder than words. I have been able to achieve those legislative things because I have a strong

love for Cape May County.

In ’78 and ’79 he failed to vote on 9C questions; ’76-’77, he failed to-vote 202 times. Hurley has failed to vote on 436 occasions in 13 years. Any working man that was off his job that many times, would have been fired long ago We've done a lot of fact-finding here. I could give ^ou stuff that you would just say: “Really, you can't believe that.” For example: Let’s talk abefot casinos. My opponent and [Senator] Jim Cafiero agreed to sponsor legislation fof casino gambling for the City of Wildwood in the last session. I'm strongly opposed to additional gambling in the State of New Jersey. I think we better pay attention to the problems we- have right now in Atlantic City — 38 per cent rate increase in crime, the fact that we have poor transportation, fact that we have Housing needs, parking needs right in Atlantic City. We should make iure Atlantic City’s run right. And here’s two other things he voted for, and I was shocked; add this also deals with gambling: Although <thi6 bill did provide, for a referendum first,Hurley sponsored a biR proposing an amendment Jo the ConS itufion that would pave thb way for imblinfcin any municipality (Msentbly Concurrent Resolution 2057, on April 30, 1972). Aid Hurley also voted Yes on a bill that wofy pave the way for horse racing and parimutuel betting on Sunday (in 1980, Assembly Bill 1822)., It’s interesting when you talk senior citizens — which is btg in our area — four major things came up that showed that he really is not there to vote: For example, Hurley did ybte on the bill providing special Homestead Tax Exemptions to senior citizens (Assembly Bill 1330 in 1976). Hurley failed to vote Senate 3028 in 1981 which protected elderly tenants from eviction when their apartment house was s converted into a condominium. Hurley voted No on the bill lo require TV cable companies to provide senior citizens with cable TV service at a discount (Assembly Bill 1097, 1978). Hurley failed to vote on a bill to give the Public Advocate more funds to oppose utility rate increases. Now, I tell you, on^ of the big problems senior citizens face as well as you and I,Ns the tremendous^increases we’ve had in

electric rates and heating bills. And tjie Public Advocate needs the kind of funds to. oppose those kinds of rate increases:.. ...I had a team of eight people who did a complete analysis of his [Hurley's] voting record... , Lfet me give you one other example of how ineffective — I think one of the reasons is, that he do«m't live down there and understand the problems: Hereford’ Inlet hasn’t been dredged this year, and it really effected the marine industry — ip fact, I toured the marine industry. Double Money Inlet up in Ocean County got dredged this year. There’s one reason: They have an effective senator up there, who introduced legislation for 100 per cent funding. for Double Money Inlet. Our legislators didn't even know what was going on;.they introduced legislation for 50-50 (50 state and 5Q local). But when they went to [Mayor] Tony Catanosos in [North] Wildwood and to [Mayor] Jim Wood in Stone Harbor and Had to come up with a 25-25 share to make the 50 per-cent — no way they could come up wjth that kind of money. They were uhd?r a 5 per cent lock)ed cap to begin with. As a result, they couldn't get it dredged. 'And, you know, that had a tremendous economic effect on our area. And you know why? Because they'e just not on top of the probleVns we’re facing... • . ...Could I give you one hist fact, because it was something I was shocked with when I found out. Because the people sometimes spy, "Welirthe Democrats have been up mere for years and years and years." Tm State Senate, that I'm running for, of the last 67 years has been Controlled by the Republicans 57^,. So, when (County, GOP leaderf Phil Matalucci starts going around preaching ‘about how the Democrats have controHed*everything up there <fa Trenton) — it's verv easy lo bring it back to roost in his own county."
