VILLAS ^ The Lower Township branch of 'the County Library should be completed and in operationwithin the next eight months. ^ That's the word from County Library director Thomas Leonard who officiated at Thursday's ground-breaking ceremonies here at the municipal complex site on Bayshore Rd. . • , ON ll^ND for the brief ceremony were Freeholders Anthonv T.
