TRENTON — Human Services Commissioner Timothy Carden has announced that the department has averted a $5.6 million cut in direct services to clients that was expected to take effect Dec. f. The cuts ' have been postponed until Fab. 1, by / which time it will be clear what cuts, if any, will have ,to be implemented. The cuts were averted, Carden said, because savings within the department exceeded original estimates and because a transfer of energy assistance funds still

seems possible.

EARLIER THIS month, Carden identified 202/programs throughout the state that would lose funding. The cuts were proposed to address a $14.8 million loss

in federal social service (Title XX) dollars for the

state’s-fiscal year 1982

"These programs represent' the direct services which I have sought to pro-

tect," Carden said.

"The restraints on spending which I imposed in non-service areas have produced greater savings than expected. These savings and additional federal funds made available under Title IV (child welfare services) have made it possible to defer any action until

also received additional title IV-B funds for child welfare services which had been unexpended by other states. "In addition, there is a strong likelihood that sufficient money will be appropriatpd for the lowincome energy assistance program to operate a full program and to allow atransfer of some of that’ money to help offset these reductions."’Cacden said. Carden explained that because the federal government has not passed a continuing budget •resolution for its full fiscal r year, the department doesq't know the exact amount of money to be* allocate for the energy
