Sewerage Charges To Go Up

OCEAN CITY — The User Charge System presented by the Cape May County Municipal Utilities * Authority at a recent public hearing indicates i^ser charges for regional wastewater treatment. As the county’s first . regional system, the Ocean City facilities are preparing to go on line later this year. The actual charges per Individual user will soon be determined by the New. Jersey Water Co. Although the MUA will provide wastewater treatment, thf New Jersey Water Co. v will continue to maintain the collection lines and will actually bill individual users. . THE MUA determined 1 the amount it will charge the New Jersey WatenCo. for wastewater treatment and disposal in the Ocean City region for 1982. The amount was determined by

prelecting its 1982 costs of operation, maintenance, and replacement, its administrative costs and its debt cost for the region. These projected costs equal $2,430,200 and this is the amount which the MUA will bill the water company

in 1982.

The Water company has determined that itii total costs for the operation, maintenance and replacement associated with the remaining local collection sewers will equal $946,000. The water utility has not yet determined its proposed new tariff structure for the combined local and regional costs, but has estimated that their overall costs will increase by 135

percent.

are. (1) the annual user charge of $2,430,200 and (2) high strength surcharges of 8 cents per pound for excessive levels of BOD and suspended solids. The rates fqr septic disposal have been set at $18 per 1,000

gallons.

Through a detailed slide presentation the. MUA illustrated the methodology used to determine user charges. Overall costs are broken down into four categories: debt service which covers construction financing costs; fixed operating, maintenance and replacement costs; variable operating, maintenance and replacement costs, which arc affected by the actual vojume of flow received; and specific service costs, which include septic disposal charges. THE MUA illustrated costs related to the Ocean City region in its slide presentation. Federal EPA funding equalled $31.3 million while the state Department of Environmental Protection contributed $483,000. This funding equals 65 percent of the total cost, leaving 35 percent or $17 million, to be paid by local users through user charges. Executive Director George Marinakis Explained that the authority has proceeded with the implementation of the most cost effective system rey— quired to provide the level of treatment necessary to protect local waters and has .always sought the greatest level of grant funding to reduce the ultimate cost to its users.
