Ask Permit For Groins STRATHMERE -- A Department of the Army permit to construct three timber and stone groins in the Atlantic Ocean off the Whale Beach section here has been asked by the state dept, of Environmental Protection. Purpose of the project is to help reduce erosion along the ocean beach area. Sand pushed in by storms has periodically blocked Ocean dr. in that area. The proposed groins will extend 1,000 feet oceanward from the high water iflark. /,
