Burdette Tomlin is the only hospital in Cape May County and is embarking upon a $33 million construction and modernization program. The balance of the $33 million will be financed through the sale of tax exempt bonds. CAP Law Change Backed COURT HOUSE - The Board of Freeholders, by resolution, has requested that a section of the 5 percent “CAP” law be attended so that "welfart program costs that have traditionally been part of the limitation on county tax levies be again subject to the CAP limitation.” The CAP laWi the freeholders say, may require minor amendments, but "is widely acclaimed as workable and an effective deterrent, to uncon- . trolled increases in county tax levies". The resolution points out that one amendment has been interpreted to place completely outside the spending limitations any appropriations to fund welfare programs requiring county financial par-

ticipation.
