Municipal Utilities Authority sewage system to handle- flow from a warehouse being constructed on shell-filled wetlands Just north of Ocean Drive near the foot of the Middle Thoroughfare Bridge here A special meeting of the hoard is scheduled for loirtght. Jan 20 at 7:30, in . township hall.-Villas to consider Daniel Cohen’s re quest for a septic system that is approved will allow him to avoid hearing the expense of hooking into the MUA's system Cohen is a principal in Sea Harvest In dustriai park Inc a firm actively involved in trying to obtain funding to establish a local fish processing industry here. TIIK TOWNSHIP Planning Board last Summer approved Cohen's plans for a warehouse which was initially supposed to employ some five workers on the condition that countyhealth Dept, approval be granted to allow the permanent use of chemical toilets Health* Dept, of ficials, however, have ruled chemical toilets can be used only during construe lion of the building. clamshell fill raised it to 10 feet—will be. According to reports. Sea Harvest officials now say the warehouse will have no permanent employees while the county Dept, of Health contends there will be 60. Also it has been suggested that the building's use migty change, and although local planning offfcials have conditionally approved the warehouse projecl, township building inspector OWe Fowler recently issued a stop-work order until the sewage situation can be straighten-

ed out.

fllF. TOWNSHIP Board of Health'is faced with two major issues First it must decide if "Cohen's contention holds that he doesn't ‘have to hook into the township's sewage systeny because the proposea warehouse is located on a site that doesn't have •‘reasonable access" to the

system—a term he reportedly has said is defined consistently by the local MUA as 100 ft. from a sewer line. Although his 1 facility is located more than 1.700 ft. from a line, township officials have indicated that "reasonable access" on land isn’t necessarily the same for all waterfront developments or large-scale developments SIIOUM) THE (board) rule Cohen doesn't have reasonable accedfr. it will then have to deal wjlh thesecond question: whether a septic system would pollute back bays The State Dept of Environmental Protection- which will also have to approve any septic system to be installed dt the site-doesn't permit’ septic systems in any area below a 10 ft. elevation. Brought to the Township. Planning Board's attention at Its Jan. 7 meeting,

members noted that they were under the impression that Cohen realized when granted the conditional use far the warehouse that he /Jfrrfght have to put in sewer at a later time b6akd member Richard Shaw, however, noted that what he thinks ^ Cohen is trying to do is fair*' l considering the fact the he doesn't know exactly what kind.of facilities will even- ; . tually be included on* the site. - •' - Township land tise official Feme Detwiler added that although the Planning Board at this time doesn't have to make a decision ' on the matter because the sewage situation is now in thfc hands of ' the Board of Health, should Sea Harvest decide to change the use'of the proposed warehouse ’ it will Have to come back to the planning board for site plan ^ approval
