WASHINGTON - Congressman ^Bill Hughes is pleased live Coast Guard will be expanding its recruit training mission at Cape May by bringing recruits from across the nation into the New Jersey facility, but he isn’t so happy about Reagan Administration cutbacks in the Nation's Oldest Seagoing Servicq. Mr. Hughes, who was appointed last year to the Coast Guard Board of visitors, plans to visit the training base in the near future to inspect the facilities, and to meet with the commanding officers to discuss their plans for accommodating the new recruits. THE second-ranking Democrat on the Coast Guard Subcommittee, the congressman said, although he supports the expansion of the Cape May training center, he remains "greatly concerned" about the overall impaet of the administration's budget cuts for the Coast Guard. These budget cuts he maintains will make it "extremely difficult" for the Coast Guard to carry out its responsibilities in the areas of drug enforcement, search and rescue operations, ocean dumping monitoring, and enforce-

ment of the 20(Vi^Ue fishery

law.

The South Jersey lawmaker pointed out last week that he has already introduced legislation in the House which would provide additional funding for the Coast Guard, to lessen the impact of the recent budget cutbacks. Without this additionar funding, he “asserted, the Coast Guard will be forced to reduce its personnel force by some 3,400 uniformed members, decommission 10 cuttefs, and close 15 Coast Guard stations nationwide. AT PRESENT Hughes noted, about 70 new Coast Guard recruits enter the Cape May training facility each week for an eightweek training program. With the planned closure of

the training facility in Alameda, Calf., and consolidation at Cape May, . Hiis number should ihcrease to about 120 new recruits per week. He said the total number of trainees pit the center at any tinjc would rise froth about 560 to 960. Hughes said he has been advised by the Coast Guard that the existing facilities in Cape May are sufficient to handle the increase in personnel. Although no new facilities are envisioned at this time, he said some renovation will be undertaken at the center, and permanent staff at the base is expected to increase by 35 to 40 people. BOROUGH officials and others have contended for some time that the municipality has the right to develop the area between existing development and the bulkhead line at 127th. Some other people, concerned only with the possible effects of development on the environment (i.e., bird life and ac- . celerated erosion), maintain the area between 122nd and 127th should be considered wetlands and not developed Local officials are also concerned with the possibility of federal government's usurption of authority, which the borough believes lies with the local and state governments. THE BOROUGH has already by ordinance and agreement with the state set aside the area south of 127th as a conservation area where development is out of the question for the foreseeable future. For the time being, then, the definition of Stone Horbor Point continues up in the air insofar as what specific area is and is not open to development under the federal delineation. That on top of the fact that there will apparently always be those who maintain “The Point” as already .partfally developed by existing homes north of 122nd St.
