, SWA INTON - John Vin^cl. chairman of the County Municipal Utilities Authority, labelled the allegdtions against him by J. Fred Coldren, City Manager of Cape May, as "completely unfounded” and said Coldren has failed to produce one single concrete idea that would save
the public money.
"Coldren writes letters to 'Freeholders, gives testimony at public hearings, and issues news releases to the press, indicating cost savings can be achieved. I think it is incumbent upon him to offer solutions if he is going to continue his accusations,"
Vinci charged.
"COLDftEN IMPLIES that he has solutions — why hasn't he come forth with them?" Vinci asked. “We are certainly open to receiving them. There isn't one single person on this authority or in this county who would not want to save
money
"Instead, here’s the way Coldren operates — he came loathe user charge rate hearing in Ocean City 'in November and made a statement indicating the CMCMUA’s information* was inaccurate and even said that the Authority and I quote ‘...deliberately exaggerated...' flow figures to/make the costs seem more reasonable," Vinci
stated.
"AFTER THE hearing I* asked my staff - 'Did Cdldren’s testimony have any basis in fact?’ - ^They responded by checking the flow meter at the Cape May plant, and found that Coldren had reported readings in excess of the meter’s capacity, which is 3.6 million gallons per day. In othpr words, the meter could not read what he said
it did.
"One has to wonder if the Forum On Heart Risk COURT HOUSE -.A Forum for those interesfed in learning how to reduce the risk of hear! disease will be held at the Public Safety Training Center, Crest Haven complex here, 7:30 p.m. Feb. 17. The forum, sponsored by the South Jersey Shore Council ‘of the American Heart Assn., will also include a discussion on returning to healthy living after a heart attack or hfeart surgery. Blood pressure readings will be available. Reservations can be made by calling 641-5035*or 522-0228.
figures were misrepresented and, if so, for what reason," Vinci
said.
"Did he. admit the inaccuracies%)io. His data is clearly unreliable. He made allegations based on information that he knew or should have known was inaccurate before he made them," Vinci noted.;. "AS CITY MANAGER of a participating commumi in the CMCMUA, CoMrelp had had access to the fla meter data for years, was not new. "He has caused turmoil in this county without bash and fact. His theory is to ' make himself look good by falsely accusing others and he-apparently feels he is not required to substantiate his information. Coldren quietly admitted his errors to members of my staff," Vinci said^'but has made no public^ admission." POINTING TO another example of Coldren's unreliable data, Vinci said it phowed the highest flows in 1981 to be generated in September and Octobcn. "Anybody who lives in this - county knows that is it not possible. Summer flows during July and August, in the height of the tourist season) are always the highest," Vinci asserted. "But did Colftten admit that?” Vinci, questioned.
J .*No, of course not. It was only after the MUA brought it up that Coldren took steps to have the accuracy of the flow meter verified.“NOW THAT same meter shows readings three times higher than Coldren used in his testimony, which was 1980 data, and the current readings closely approximate the MUA's own estimates for winter flows. This proves the MUA was right. /‘I ask thp public — whose informatioh was reliable, Coldren's or the MUA’s? "He has a responsibility to admit when his information is inaccurate or unreliable. He is a public official entrusted with this responsibility. "When Coldren was qrinfronted with the .above facts, heVesponded tYes, I know it is of edneerh to me and City Council’, but then he chose to remain quiet and not fell the public about
it.
“Byjcontrast, the MUA has sought to resolve differences with Cape May arid every other participating community. Coldren's approach is to continue to issue the same unreliable data, of accus- # ing without fact, and of condemning Without offering solutionsi" Vinci concluded.
