TWO MILE - Former Congressman Charles Sandman withdrew his application for the development of 24 condominium units adjacent to the Two Mile Inn here late last week, after an adjacent property owner testified before the Lower Township Planning Board that Sandman’s parking plans would interfere With access to his property. Concern with parking provisions was also ex- ’ pressed in a letter from township engineer Andrew Previtf, who opined that some of the parking spaces may infringe upon adjacent wetlands. If such does exist, the board shouldn't permit the development to •proceed, the engineer stated, until the Dept of Environmental Protection acknowledges none of the improvements will take place in wetlands. UNTIL RECENTLY, development of multifamily dwellings in the Marine Development zone along Ocean Highway •weren't permitted. At Sandman's request, however, the Township Committee recently changedthe regulations. At the hearing. The fish wholesaler’s property lies directly south of the Two Mile Inn The easement cqnnects his leading platform with Fish Dock Rd.. the roadway leading from Ocean Drive into the Inn. ALTHOUGH ANNOYED THAT Kirkeberg objected to his proposal, Mr Sandman told the newspaper Monday he is revising the parking and will submit a new plan in the near future. ;‘I have plenty of parking...parking comingout of my ears,’’ Sandman said. Even if he should lose the 3h spaces that Kirkeberg objected to, Sandman said he would still have more than the 172 spaces required untler the ordinance. But Mr. JClrkcbcrg's attorney, Charles James of Wildwood Crest, said Sunday he doesn’t think Sandman will be able ib come up with a plan'that will completely conform with the township’s zoning regulations unless the easement is obtained from his client. ‘‘We’re dealing in such a limited land mass,’’ James said, adding that if Kirkeberg is to continue in business, he must have the

easefment. %» y*> MR. SANDMAN NOTED Monday that his hew parking scheme will provide his neighbor less of an access to his property than the previous plan. The former congressman contended he will no longer permit Kirkeberg to use part of his property for trucks to back into the easement. “He (Kirkeberg) just wants to stop thd con-' dominium,'' Sandman said, contending that part of the easement Mr. Kirkeberg is complaining about-losing, was never used anyway. Sandman appeared before the township Planning Board Feb. 4 with a newly revised development plan. The proposal called for the construction of 24 units to be located between the Two Mile Inn and

Kirkeberg's property. There would also be 48 docks constructed — 24 to be provided for public use. THE FORMER CONGRESSMAN told the board his proposal was "one of' the finest plans I've ever seen.” He said the development would house about 72 people and provide the Township with about $5 nviflion worth of ratables. As proposed, development of ? 'the Two jJlile site would also include the elimination of part of the Crab House Restaurant to provide room for storage.
