These devices either treat vessel sewage before discharging or hold the sewage for ultimate discharge either at shoreside facilities or far offshore. There have been many complaints concerning the costs and impracticability of the MSD program and the lack of enforcement of the regulations. An Environmental Protection Agency report to the Senate Appropriation Committee analyzes the existing program and evaluates possible alternatives. Richard Pedroni, the current board president, will be moving out of town in April. He has served on the board since being appointed in 1978. His relocation will correspond within the conclusion of his current three-year term. Last September board member Thomas Sponaugle had to resigrf because he moved out of town. The board appointed Carman Scarpa to Till out the remainder of the year. Thus, in the April election, voters will be deciding on a full three-year term, and a one-year unexpired term. But so far, only Mr. Scarpa had indicated he will seek election, for the full three-year term. Petitions for both terms must be received by the school board secretary by 4 p.m. Feb. 25. Petitions are available at her office.
