These devices either treat vessel sewage before discharging or hold the sewage for ultimate discharge either at shoreside facilities or far offshore. There have been many complaints concerning the costs and impracticability of the MSD program and the lack of enforcement of the regulations. An Environmental Protection Agency report to the Senate Appropriation Committee analyzes the existing program and evaluates possible alternatives.
