The possible conclusion is that either Lower Township taxpayers' are paying their governing body much less, or Upper and Dennis Townships — the fifth and sixth least expensive governments — are taking advantage of public utility receipts and allowing their governing bodies more than they should - comparatively speak-

ing — be receiving.

A STUDY OF ALL the figures points up this bottom line: Expect local government on the Jersey Cape to cost more if.it’s in a resort, especially if fulltime ad-

ministrators are involved.

Since two municipalities seem to contradict this statement, they bear singling out: That Woodbine can rank tied (with Avalon) for fourth most expensive government is an indication that its $9,200 governing body may be a little too big and/or ex 1 pensive And the fact that Ocean City";— with the county's second biggest population and the most highly paid government in absolute terms — is still barely half a point above the county average (only slightly higher in average ranking than tiny Cape May Points government), points to a frugality practiced by the local governing body in Cape May County's nor-

thernmost municipality.

Here are some overall observations by

category;

Mayor's Salary . Of the seven mayors whose salaries are above the courftywide average of $7,119/ four have more experience on their governing body than the average of 12 years, while three are below. Ong mayor with only four years on-the-job training makes $1,500 more than the average salary. When it comes to comparing the highest paid mayors with the populations' they serve, only thrtee are in municipalities whose population exceed the county average of 5,142. Significantly, however, all three - Middle Township, Ocean City and Upper Township — have experience on the jdb above the 12-year county average. • Three of the highest paid mayors have less than 12 years experierice in local Mayor's Salary Wildwood: $15,424 County Average; 17,119 West Cape May: $800 . government, but all three — Wildwood with 10 years experience, Ocean City with 8 and Wildwood Crest with 4 — serve resort communities. OF THE NINE RESORT municipalities, five have mayors who receive above the countywide average salary while four receive less. The second and fourth highest paid mayors in the county are in governments which also have high paid administrators, while three of the below-average paid mayors also have similar administrative help. . / Specifically, Anthony Catandso, the second highest paid mayor in the county at $14,979 per year, also has an aide, Thomas Flud, whose salary is $19,278. And Ocean City mayor Chester Wimberg, who is paid $10,000 a year, is aided in the administration of local, government by City Administrator Paul.McCarthy, at.$47,417, the highest paid administrator in the county. ON THE OTHER HAND. Cape May. the Jersey Cape resort with the second highest paid administrator in local government, City Manager Fred Coldren at $33,959. has a mayor. The lowest paid mayors and the lowest paid governing bodies in the county are, as one might expect, in the same municipalities: West Cape May Mayor Jack Vasser receives only $800, his t\Vo % fellow commissionrs making $700 each for a total of $2,200; in West Wildwood the figures are $950 and $2,560; in Cape May Point $1,200 and $3,700. WHILE OCEAN CITY'S government leaders are the highest paid in the county at $92,917 — on a per capita basis, it is just above the county average of $5.92 at $6.66. However, whereas Middle Township’s $36,000 for the Township Committee is just above the county average for salaries, when it comes to dividing this cost among the permanent population of almost 11,400 • (Third highest in the county) — the per capita cost in Middle is the third lowest in the county at, $3.17 for every .man, woman and child. Only West Cape May at $2.02, and Lower Township at $1.05 are lower. Significantly, Dennis Township at $4.05, and Woodbine at $3.28 are 11th and 13th lowest, respectively, oh both total salaries paid government leaders and in this cost on a per capita basis.
